About the Role
We are looking for a proactive and approachable HR Executive to join our Singapore office and support the day-to-day HR needs of our growing EPC business.
This is a generalist HR role covering recruitment, employee relations, performance management, attendance and leave administration, payroll coordination, compliance, and general HR administration. You will also play an important coordination role between the Singapore team, our headquarters in China, and Chinese colleagues across the business.
The role is well suited to someone who is organized, communicates clearly, is willing to learn, and is comfortable working in a practical, fast-moving environment. We value people who are collaborative, dependable, and able to work with a team-first mindset.
Key Responsibilities
Recruitment & Onboarding
Support end-to-end recruitment for the Singapore entity and project-related manpower requirements.
Prepare and post job advertisements across relevant recruitment channels.
Screen candidates, coordinate interviews, and support hiring throughout the selection process.
Prepare employment documentation and coordinate the onboarding of new employees.
Support workforce planning and recruitment tracking as required.
Employee Relations & HR Support
Serve as a first point of contact for employees on general HR-related matters.
Work closely with management to address employee concerns, attendance matters, workplace conduct, and other HR issues.
Maintain positive and professional relationships with employees across different functions and cultural backgrounds.
Performance Management
Support the company's performance management and appraisal processes.
Coordinate performance review schedules, documentation, and follow-up actions.
Assist managers with performance-related documentation and employee development discussions.
Maintain accurate records of performance reviews and related HR actions.
HR Compliance & Administration
Maintain accurate and confidential employee records, contracts, HR files, and other employment documentation.
Support compliance with Singapore employment requirements, MOM regulations, internal HR policies, and company procedures.
Prepare and verify monthly payroll inputs, including salary adjustments, allowances, deductions, CPF contributions, leave, and attendance records, and coordinate with Finance or external payroll providers as required.
Assist with employee onboarding, offboarding, leave administration, attendance records, and other HR processes.
China HQ & Cross-Cultural Coordination
Act as an HR liaison between the Singapore entity and the company's headquarters in China.
Coordinate regularly with China HQ on recruitment, employee matters, HR processes, documentation, and company requirements.
Support clear communication between local management, employees, and China HQ.
Help bridge differences in working styles, expectations, and HR practices between the Singapore and China teams.
Assist with translation or bilingual communication where appropriate.
What We Are Looking For
Diploma or Bachelor's degree in Human Resources, Business Administration, Management, or a related field.
At least 5 years of relevant HR experience.
Good working knowledge of recruitment, HR administration, employee relations, and performance management.
Familiarity with the key provisions of the Singapore Employment Act and relevant employment regulations, with the ability to provide practical guidance on day-to-day employment matters and help mitigate legal and compliance risks.
Strong communication and interpersonal skills.
Comfortable communicating with colleagues from different cultural and professional backgrounds.
Organized, responsible, and able to manage multiple HR matters simultaneously.
Able to handle confidential and sensitive employee information professionally.
Practical and solution-oriented, with a willingness to take ownership of day-to-day matters.
Collaborative and willing to support the wider team.
Comfortable working in an onsite, operational business environment.
Experience in EPC, engineering, construction, energy, infrastructure, or other project-based industries would be an advantage.
Language Skills
Mandarin Chinese proficiency is required due to regular coordination and communication with our headquarters and colleagues in China.
Work Arrangement
Office-based at our Singapore office.
