Stellenbeschreibung

The ACMV Operations Manager is responsible for managing the company’s ACMV servicing, maintenance and project operations. The role oversees service teams, project engineers, supervisors, technicians and subcontractors to ensure all works are completed safely, on schedule, within budget and according to contractual and statutory requirements.

Key Responsibilities

1. ACMV Servicing and Maintenance

Manage daily servicing, preventive maintenance, corrective maintenance and breakdown activities.

Plan manpower deployment and service schedules.

Ensure prompt response to breakdowns, complaints and urgent call-outs.

Review equipment performance, recurring faults and maintenance records.

Recommend repair, replacement and energy-efficiency improvement works.

Ensure timely preparation and submission of service reports, quotations and maintenance documentation.

Monitor maintenance contracts, renewal dates and service-level requirements.

Maintain adequate stocks of critical spare parts, consumables, tools and equipment.

2. Project Management

Manage ACMV installation, replacement, upgrading and alteration projects from commencement to handover.

Review drawings, specifications, tender requirements, contracts and project scope.

Prepare project schedules, manpower plans, procurement plans and cost budgets.

Coordinate ACMV works with clients, consultants, main contractors, subcontractors and other trades.

Monitor site progress and ensure works are carried out according to approved drawings and specifications.

Manage equipment and material submissions, procurement, delivery and installation.

Identify variation works and ensure variation claims are properly documented and submitted.

Oversee testing and commissioning, system balancing, inspections and client acceptance.

Ensure proper preparation of as-built drawings, O&M manuals, warranties and handover documents.

Manage the defects-liability period and close out outstanding defects promptly.

3. Operations and Team Management

Lead and supervise project engineers, service coordinators, supervisors and technicians.

Assign responsibilities and set clear operational targets for team members.

Conduct regular operations and project progress meetings.

Monitor staff productivity, workmanship and service quality.

Recruit, train and develop operational personnel.

Evaluate employee performance and recommend appropriate training or improvement measures.

Coordinate after-hours, weekend and emergency response arrangements when required.

4. Commercial and Cost Control

Prepare and review project budgets, costing, quotations and work orders.

Monitor labour, material, equipment, subcontractor and operational costs.

Review supplier and subcontractor quotations and support procurement negotiations.

Track project billing, progress claims, variations and final accounts.

Verify subcontractor claims and supplier invoices.

Monitor project profitability and take corrective action where necessary.

Assist management with tender evaluation, pricing and business development.

5. Client and Stakeholder Management

Serve as the main operational contact for key clients.

Attend site meetings, coordination meetings and progress meetings.

Address customer complaints and technical issues professionally and promptly.

Maintain strong working relationships with clients, consultants, contractors and suppliers.

Provide regular progress, cost and operational reports to management and clients.

Support contract renewals and identify opportunities for additional works.

6. Safety, Quality and Compliance

Ensure all works comply with Singapore workplace safety requirements, relevant codes, approved method statements and company procedures.

Ensure risk assessments, safe work procedures, permits and toolbox briefings are completed before work starts.

Enforce the proper use of personal protective equipment.

Conduct site inspections and ensure corrective actions are properly closed out.

Ensure compliance with relevant requirements from MOM, BCA, SCDF, NEA and other applicable authorities.

Coordinate inspections and submissions involving Professional Engineers, Qualified Persons and Licensed Electrical Workers where required.

Ensure testing instruments, tools and lifting equipment have valid inspection or calibration records.

Investigate incidents, service failures and quality issues, and implement preventive actions.

Technical Scope

The Operations Manager should be able to manage systems including:

Chilled-water systems

Air-cooled and water-cooled chillers

Cooling towers

Pumps and heat exchangers

Air-handling units and fan-coil units

VRV/VRF and split-unit systems

Mechanical ventilation and exhaust systems

Ductwork, piping, insulation and control valves

Building management systems and ACMV controls

Testing, commissioning and air/water balancing

ACMV troubleshooting and energy optimisation

Requirements

Diploma or Degree in Mechanical Engineering, Building Services, Facilities Management or a related discipline.

Preferably at least 8 years of ACMV experience, including 3 years in a managerial or senior supervisory role.

Strong experience in both ACMV maintenance operations and project management.

Good knowledge of ACMV equipment, control systems, testing and commissioning.

Able to read technical drawings, specifications and tender documents.

Familiar with Singapore construction, safety and statutory requirements.

Strong leadership, planning, coordination and problem-solving abilities.

Commercially aware and capable of managing budgets, claims and project profitability.

Good communication and client-management skills.

Proficient in Microsoft Office; knowledge of AutoCAD or project-planning software is advantageous.

Possession of a valid Singapore Class 3 driving licence is advantageous.

Relevant safety qualifications such as BCSS, Manage Work at Height or bizSAFE training are advantageous.
