Tender Proposal Manager

Key responsibilities

Lead end to end tendering process focusing on technical submissions.

Review of tender specifications, highlight on critical items, working with vendors and ensure compliance and drive business growth through strategic submissions.

Prepare comprehensive, high-quality proposals by collaborating with BD, QS, legal, finance, and engineering teams.

Prepare technical submissions including Project schedule, technical proposal, compliance, value engineering, manpower plan, project execution plan, etc.

Maintain a "lessons learned" database for all tender bids to refine future bidding strategies.

Prepare tender presentation slides and present to client during tender clarification.

Prepare handover document to Project team upon project award.

Other responsibilities

To support project team when required on tender technical information

To support tender activities when required including all related documentation works e.g. prequalification document, tender result follow up/ review/ etc.

Attending tender site walk and briefing to understand first hand information of tender bid requirements.

To report to or work with Senior Contract / Contract Manager and carry out any other works when required.

Key Requirements

Education: Typically a Bachelor’s degree in Engineering, Quantity Surveying, Business Administration, or related fields.

Experience: 5-10+ years in proposal management, with specific experience in construction, Data Center, or E&I tenders.

Skills: Strong analytical, communication, leadership, and Microsoft Office skills (specifically Excel & Powerpoint) are essential.

Knowledge: Familiarity with Singapore construction regulations, contract law, and procurement processes.
