Manager / Senior Manager, Human Capital

We are seeking an experienced Human Resources professional to oversee and drive key human capital initiatives across the organisation. This role will work closely with department heads and senior management on workforce planning, compensation structures, HR governance, compliance and continuous improvement of HR processes.

Key Responsibilities

Develop and implement workforce planning strategies to support the organisation’s current and future manpower requirements.

Partner with department heads to assess staffing needs and establish annual manpower budgets.

Oversee recruitment, onboarding and offboarding processes to ensure manpower requirements are met effectively.

Review and enhance job grading frameworks, salary structures and compensation practices to maintain external competitiveness and internal equity.

Review and improve HR policies, procedures and guidelines in accordance with business requirements, audit standards and regulatory requirements.

Ensure compliance with Singapore employment legislation and relevant HR regulations.

Identify opportunities to streamline and improve HR processes, systems and overall operational efficiency.

Work closely with cross-functional stakeholders and senior management to address workforce and human capital matters.

Support the adoption and effective use of HRIS, digital HR solutions and AI-enabled tools.

Participate in HR transformation initiatives, special projects and other human capital programmes as required.

Requirements

Degree or Diploma in Human Resource Management, Business Administration or a related discipline.

Minimum 8 years of relevant HR / Human Capital Management experience, preferably with exposure to both strategic and operational HR responsibilities.

Candidates with experience in the healthcare or service industry will have an added advantage.

Strong knowledge of Singapore employment legislation, HR best practices and talent management principles.

Practical experience in manpower planning, HR policies, compensation/job grading and HR operations.

Familiarity with HR information systems (HRIS) and AI/digital HR tools.

Strong stakeholder management skills with the ability to work effectively with department heads and senior management.

Excellent written and verbal communication and presentation skills.

Strong analytical, organisational and problem-solving abilities.

Meticulous and able to prioritise multiple responsibilities in a fast-paced environment.
