Head /Deputy Chief Procurement Officer (Gov Sector)

Location: Newton MRT

Employment Type: Contract renewable

Working Hours: Monday - Friday, office hours

Salary: $180,000 - $250,000 per annum

We are seeking a highly experienced procurement leader to drive procurement excellence across a diverse portfolio of procurement categories. This senior role is responsible for overseeing end-to-end procurement operations, leading strategic sourcing initiatives, strengthening governance and compliance, and partnering with stakeholders to deliver value-for-money outcomes.

Procurement Leadership

Lead and oversee end-to-end procurement operations across multiple procurement categories.

Ensure procurement activities are conducted efficiently and in accordance with established procurement policies, regulations, and governance requirements.

Provide strategic oversight and guidance on procurement risks, complex procurement challenges, and procurement strategies.

Strategic Sourcing & Category Management

Drive procurement aggregation and sourcing initiatives to improve operational efficiency and optimise procurement outcomes.

Identify opportunities for cost optimisation and value creation through effective sourcing strategies, market engagement, and supplier partnerships.

Lead category management initiatives to strengthen procurement performance.

Stakeholder Partnership

Act as a trusted procurement advisor to internal stakeholders on complex and high-value procurement matters.

Collaborate closely with business units to support demand planning, procurement strategies, and long-term sourcing objectives.

Guide stakeholders on procurement approaches, governance requirements, and risk management.

Governance & Compliance

Ensure procurement documentation, audit trails, and operational controls are maintained in accordance with governance and compliance standards.

Oversee contract management and supplier relationship management practices.

Promote strong procurement governance and operational continuity across procurement activities.

Continuous Improvement

Champion process improvements and best practices to enhance procurement efficiency and service delivery.

Drive initiatives that strengthen procurement capabilities and operational effectiveness.

Requirements

Singaporean

Minimum 12 years of experience in public sector procurement.

Extensive experience managing end-to-end procurement operations, including complex and high-value procurements.

Proven track record in leading procurement teams and driving operational excellence.

Strong knowledge of IM (Procurement) and the GeBIZ procurement system.

Excellent leadership, stakeholder management, analytical, problem-solving, and communication skills.

Ability to influence stakeholders and provide strategic procurement advice in a complex operating environment.
