Designated Person Ashore / HSSE Officer
Position Summary
The DPA & HSSE Officer will be responsible for maintaining the company's Safety Management System (SMS), HSSE management, regulatory compliance and continuous improvement across the tanker fleet.
The position acts as the key link between shore management and vessels, ensuring that safety, environmental protection, emergency preparedness and regulatory compliance are effectively implemented.
Key Responsibilities
Act as the Designated Person Ashore (DPA) in accordance with the ISM Code and maintain effective communication between the vessel and senior management.
Monitor the effective implementation of the company's Safety Management System (SMS) onboard all tanker vessels.
Ensure compliance with applicable ISM Code, SOLAS, MARPOL, MLC, ISPS, Flag State, Class and MPA Singapore requirements.
Monitor and follow up Non-Conformities (NC), Observations, Deficiencies, Near Misses and Corrective/Preventive Actions (CAPA) arising from internal and external audits.
Conduct or coordinate internal ISM/HSSE audits and shipboard inspections, including preparation for Flag State, Class, MPA and SIRE/OCIMF inspections.
Monitor the vessel's HSSE performance, including incidents, near misses, unsafe acts/conditions, environmental events and safety observations.
Lead the investigation of marine accidents, incidents, near misses and environmental events, including root-cause analysis and corrective actions.
Maintain and continuously improve the company's Emergency Response Plan (ERP) and coordinate emergency response exercises with vessels and relevant shore personnel.
Ensure regular implementation and review of emergency drills, tabletop exercises and contingency plans for tanker operations.
Monitor compliance with tanker-specific safety requirements, including cargo operations, bunkering, STS operations, mooring, enclosed space entry, hot work and permit-to-work systems.
Ensure effective management of environmental protection, including MARPOL compliance, SOPEP/SMPEP readiness, oil spill prevention and pollution reporting.
Monitor and analyze fleet HSSE KPIs, trends and recurring deficiencies, and present recommendations to senior management.
Coordinate with MPA Singapore, Flag State, Class, P&I Club, auditors and other regulatory/industry bodies on HSSE and compliance matters.
Promote a strong safety culture and continuous improvement culture throughout the organization, including implementation of safety campaigns and lessons learned.
Ensure that the company's SMS documentation, procedures, manuals, records and regulatory registers remain current and audit-ready.
Key Qualifications
Master Mariner / Chief Engineer / Tanker experienced maritime professional preferred.
Minimum 5–8 years' relevant tanker/maritime experience.
Previous DPA / HSSE / Marine Assurance experience preferred.
Strong knowledge of ISM Code, SOLAS, MARPOL, MPA and tanker operations.
Experience with SIRE 2.0 / OCIMF is highly desirable.
Strong incident investigation and root-cause-analysis capability.
Strong communication and leadership skills.
Singapore maritime experience is an advantage.
