HSE Manager - LTA Projects

Key Responsibilities

Lead and manage all HSE / WSH activities for the LTA project.

Develop, implement and maintain the project's HSE management system, policies and procedures.

Ensure compliance with MOM WSH regulations, LTA Safety, Health & Environment requirements and project-specific safety standards.

Conduct regular site inspections, safety audits and risk assessments.

Review and monitor Risk Assessments, Safe Work Procedures, Method Statements and Permit-to-Work systems.

Identify potential hazards and implement appropriate control measures.

Monitor contractors and subcontractors to ensure compliance with project safety requirements.

Lead incident, accident and near-miss investigations, including root cause analysis and corrective/preventive actions.

Coordinate with project managers, engineers, supervisors and subcontractors to resolve safety issues.

Conduct safety briefings, toolbox meetings, training and safety awareness programmes.

Monitor HSE performance, safety KPIs and compliance, and provide regular reports to management.

Ensure timely closure of safety observations, non-conformities and corrective actions.

Support project safety inspections, audits and relevant LTA submissions.

Promote a strong safety culture and continuous improvement across the project.

Liaise with relevant authorities, consultants, clients and project stakeholders on HSE matters.

Requirements

Degree/Diploma in Occupational Safety & Health, Environmental Engineering, Engineering, Safety Management or a related discipline.

Relevant WSH MOM-recognised safety qualifications.

Minimum 5–8 years of relevant HSE/WSH experience, preferably in major construction or infrastructure projects.

Mandatory: Proven hands-on experience working on LTA projects in Singapore.

Strong knowledge of Singapore WSH legislation, risk management and construction safety requirements.

Experience managing safety requirements for contractors and subcontractors.

Strong experience in site safety inspections, risk assessments, incident investigation and safety audits.

Good understanding of construction activities, including civil, structural, M&E or infrastructure works.

Strong communication and stakeholder management skills.

Able to work independently and lead HSE teams in a fast-paced project environment.
