ICF is seeking an experienced Manager, Projects to lead the planning and delivery of marine, offshore, and shipbuilding projects. The successful candidate will ensure projects are completed safely, on schedule, within budget, and in accordance with contractual and technical requirements.
Responsibilities
Review project specifications and clarify requirements with the Commercial Team to ensure alignment and accuracy
Develop and manage the Project Execution Plan (PEP), including detailed schedules, budgets, and resource allocation to meet project goals
Ensure projects comply with contractual specifications, quality standards, timelines, and approved budgets through proactive monitoring and control
Lead internal kick-off meetings, client meetings, and project coordination meetings to drive project alignment and stakeholder engagement
Manage day-to-day project activities, including supervision of project teams, subcontractors, and resolution of site-related issues
Coordinate manpower requirements with the Operations Manager to optimize resource deployment
Liaise with the Design & Engineering team on technical matters, drawings, and design requirements to ensure technical accuracy and feasibility
Raise Technical Query Requests (TQRs) and Clarification Requests (CRs), ensuring additional works are documented and billed appropriately
Ensure compliance with Health, Safety, and Environment (HSE) requirements, quality standards, and applicable regulations to maintain safe and compliant operations
Review and substantiate subcontractor and vendor progress claims to verify accuracy and contract adherence
Monitor the use of project materials and consumables to control costs and reduce waste
Prepare and submit progress reports to management and clients, providing clear updates on project status and issues
Coordinate site inspections with the Quality Assurance (QA) team and conduct ship inspections and Factory Acceptance Tests as required to verify quality and compliance
Coordinate with vendors on product and service requirements to ensure timely delivery and quality standards
Maintain comprehensive project records, including before-and-after completion photographs, to document project progress and outcomes
Coordinate the preparation and finalisation of as-built drawings, weight calculations, and fire-load calculations to support project closeout
Ensure the complete handover of project documentation, including the Customer Satisfaction Form, to confirm project completion and client approval
Required competencies and certifications
Bachelor’s degree in Mechanical, Marine, Civil or Electrical Engineering, Project Management, Business Administration, or a related discipline, or equivalent relevant experience
Minimum five years of project management experience in the marine, shipbuilding, offshore, or related construction industry
Proven skills in project planning, budget control, scheduling, contract administration, and vendor coordination
Demonstrated ability to lead project teams and manage clients, vendors, and subcontractors effectively
Experience collaborating closely with Commercial and Design & Engineering teams
Strong understanding of HSE requirements, quality assurance processes, and site inspection protocols
Familiarity with SOLAS, IMO, and relevant classification society rules and requirements
Proficiency in Microsoft Project or equivalent project management software
Preferred competencies and qualifications
PMP certification
ISO 9001 Lead Auditor certification
ISO 45001 Lead Auditor certification
