RESPONSIBILITIES

This position is for Office of Integrated Information Technology Services (IITS).

Daily routine operations (45%):

Conduct end-to-end sourcing activities within e-Procurement system, for assigned Category. This includes (but not limited to) calling of ITQ/ITTs to facilitate sourcing activities, negotiations, award and PO issuance.

Solicit information from project team members to prepare tendering documents, coordinate supplier registration and create/maintain Contract Management for multi-year contracts in e-Procurement system.

Provide advisory to internal stakeholders and external vendors on administration processes. This shall include bridging with SMU Legal on review of deviations to standard Terms and Conditions in ITQ/ITTs.

Support upsurge in activities during peak period (e.g. FY closing, blackout periods, etc.).

Procurement Data Analytics and Reporting (25%):

Solicit data from multiple sources for analytics to identify trends, opportunities, risks, and areas for process improvement. The candidate will also need to ensure procurement data is accurate, complete, and consistent across systems to facilitate data preparation for analysis.

Develop and maintain procurement dashboards, reports, and performance metrics using relevant analytics and reporting tools. The candidate shall translate complex data into clear and actionable insights to provide recommendations to stakeholders and management.

Provide regular analysis supplier performance and meeting of procurement KPIs. The candidate shall be part of the team to develop supplier score card matrices to facilitate Quarterly Business Review.

E-procurement System Support & Troubleshooting (20%):

Act as a key business support contact for e-Procurement system related issues. Troubleshoot system and process issues related to purchase requisitions, supplier onboarding, system restriction in invoicing submission, etc.

Investigate reported issues, identify root causes, and coordinate resolution with the System Integrator, and relevant stakeholders/suppliers.

Support user acceptance testing (UAT) for system enhancements, configuration changes, and new functionality implementations.

Procurement Process Improvement (10%):

Identify opportunities to streamline procurement processes through automation, analytics, and improved system utilization. This may include development of Robotic Process Automation (RPA) or working with vendors to develop more efficient workflows for repetitive work task identified.

Other duties as assigned.

QUALIFICATIONS

Diploma in IT or a related field with at least 2 years of relevant experience in Procurement.

Degree Holders with no experience in Procurement, but have relevant experience in analytics, reporting and system support/troubleshooting will also be considered.

Experience in using SAP Ariba e-Procurement or SAP ERP system (preferred).

Experience in using Power BI and low-code tools (preferred).

Good time management and able to prioritize work efficiently.

Meticulous with details, comfortable with handling high volume of transactions during peak period and able to deliver under pressure.

Excellent interpersonal and communication skills (written and oral). Able to interface with multiple stakeholders and suppliers.

Have the ability to troubleshoot/resolve e-Procurement system issues independently.

Team player, result oriented and highly independent.
