Role Summary:
As Chief Executive Officer (CEO) of South Central Community Family Service Centre, you will lead an organisation dedicated to “Poverty Transformation With-in Empowered Communities”. This is an extraordinary opportunity to shape the future of a vibrant, mission-driven organisation delivering critical services in areas such as Social Work interventions, Home Ownership, Livelihood, and Child Learning & Development programmes.
You will inspire and lead a passionate team, foster a culture of innovation, collaboration, and excellence, and drive digital transformation and evidence-informed practice to ensure services make a tangible difference for families. The CEO will also champion organisational sustainability, strengthen partnerships with government, funders, and the community, and elevate SCC as a thought leader in the social service sector.
As CEO, you will exercise direct strategic and operational oversight over flagship KeyStart Home Ownership Programme, including complementary programmes such as the Livelihood Programme and Fresh Start Support Programme — driving integration across internal and external ecosystems to empower families in public rental housing to achieve home ownership and social mobility.

Key Accountabilities:
1. Organisational Leadership
Drive Strategic Direction: Implement Board-approved strategies and policies to advance SCC’s mission and ensure long-term sustainability. Provide strategic advice to the Board on organisational priorities, emerging risks, and sector developments
Strengthen Organisational Capability: Ensure systems, structures, and processes remain fit for purpose to deliver high-quality, integrated services and achieve measurable outcomes for families and children
Lead and Develop People: Lead, manage, and develop the senior management team and staff, fostering a professional, ethical, and values-driven organisational culture. Establish and maintain sound HR policies, performance management frameworks, staff development initiatives, and succession planning. This includes nurturing a passionate staff team that is aligned with the purpose, principles and methods of the organisation
Champion Organisational Culture: Promote collaboration, accountability, and continuous improvement across the organisation to build an engaged, high-performing workforce aligned with SCC’s mission and values
2. Accountability to Board & Governance
Work closely with the Board to chart the vision and strategies to fulfil its mission
Provide timely, accurate, and relevant information to enable effective Board oversight and informed decision-making
Ensure compliance with the Charities Act, Code of Governance for Charities and IPCs, and SCC’s internal policies
Recommend to the Board the necessary and appropriate human resource requirements for effective execution of the work
Work closely with the Executive Director and other Committees and regularly update on organisational progress, needs and issues
3. Programme Governance & Service Development
Ensure the effective planning and development, delivery, and quality assurance of all SCC transformation services and programmes, including interventions that support family stability and resilience across key vertical programmes such as Home Ownership, Livelihood, and Child Learning & Development
Provide team management and supervision to oversee the appropriate implementation of strategies and interventions
Maintain full compliance with MSF, NCSS, and funder requirements, including service standards, KPIs, and reporting, with due regard to outcome frameworks relating to housing stability, economic self-reliance, and child development outcomes
Promote outcome-based practice, service integration, and continuous improvement across the organisation to achieve holistic and measurable improvements in family and child well-being
4. Home Ownership & Livelihood (HOLI) Vertical Leadership and Oversight - The CEO exercises direct senior leadership over the HOLI vertical, encompassing the KeyStart Programme, Livelihood Programme, and Fresh Start Support Programme. In this capacity, the CEO:
Leads the strategic direction, planning, and execution of the Home Ownership and Livelihood verticals, ensuring alignment with SCC’s mission of poverty transformation and integration across internal and external ecosystems
Oversees the planning and management of HOLI programme operations, ensuring each programme’s service model is efficient and evidence-based, and champions continuous improvement in programme design, implementation, and cost-effectiveness
Upholds high standards of practice and service delivery across both Home Ownership and Livelihood departments through supervision and strategic oversight, ensuring families receive holistic, family-centred support to achieve poverty transformation
Oversees reporting and documentation across all HOLI programmes for submission to management, funders, and the Board, ensuring compliance with funding and audit requirements
5. Financial Stewardship & Sustainability
Ensure prudent financial management, including budgeting, financial planning, and resource allocation
Maintain robust financial controls and ensure timely audits with clean audit opinions
Strengthen organisational sustainability through funding diversification and effective grants management
Work closely with the Board and funders to drive fundraising and financial sustainability for non-funded initiatives, including identifying, developing, and securing funding streams across all verticals through proposals, institutional grants, and donor partnerships
